Jian Zhao is the Head of the AI Governance Team (EVOL) at China Telecom’s Artificial Intelligence Research Institute (TeleAI), a senior research scientist, and a research fellow. He received his Ph.D. from the National University of Singapore, with research focusing on AI safety and governance. He has published over 80 CCF-A papers, authored one monograph, and holds six authorized national invention patents as the first inventor. Zhao has been selected as a “Technology Leading Talent” by the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council and has appeared on the “Global Top 2% Scientists” list for three consecutive years. His awards include the Wu Wenjun AI Outstanding Young Scientist Award (2023) and the First Prize of the Wu Wenjun AI Natural Science Award (2022). He has won first place in 10 major domestic and international technology competitions. Zhao also serves as a board member of the Beijing Society of Image and Graphics and as an editorial board member of the international journal *Pattern Recognition*.
